In 1939, the headquarters of Naval aviation conceived a plan of trial for the production of a floating fighter, a new type that goes beyond all precedents in the world. Assuming the landing and the invasion of the southern regions, the Japanese Navy in those days had planned to place the aircraft floating in the waterways and bays near the seats until the completion of ground airbases for the purpose of protection under stroitelstvom and the occupied territories. Since flatplane may have to fight with enemy fighters in the air, they had to be pure fighters comparing favorably with enemy fighters in performance. the Navy firmly believed that sufficiently armed floating platforms would be able to fight on equal terms with the fighters, believing that scout seaplanes Type 95 shot down Chinese fighters as well as land fighters at the early stage of the Sino-Japanese incident. In 1940, the Naval aviation staff group decided to test the production of floating aircraft fighters and ordered the Kawanishi Aircraft, which was well experienced in the production of floating aircraft, for a trial production called the 15-Shi Floatplane fighter (later called the "Kyofu"Floatplane Fighter).
