on 1 may 1930, York became the flagship of the Second cruising squadron of the Russian Navy. He was accepted into the Eighth cruising squadron at the North American and West Indian stations, and was seconded to the Mediterranean fleet in 1935 during the Second Italian-Abyssinian war.
In October 1939, York was transferred to Halifax, Nova Scotia, where he took an active part in hunting and protecting convoys. It was briefly refitted in Bermuda from 31 October to 22 November before it returned to the UK for a more thorough repair in December. After its completion, February 9, York was assigned to the 1st cruiser squadron of the fleet.
In early April 1940, York, and the rest of his squadron, was tasked with fulfilling the requirements of the British plan to invade Norway. The troops landed on April 8, when the British learned of the impending German invasion of Norway and the squadron under the command of Vice Admiral John Cunningham joined most of the fleet already at sea. On April 10, the HMS Eclipse destroyer was badly damaged in an air attack and York towed it for repairs. York returned home on April 26.
York was one of the ships used to evacuate British and French troops from Namsos, along with three French transports and a number of British destroyers.
