De Grasse and two other similar ships were ordered in accordance with the development plan of the French fleet in 1937 and were designed as faster versions of the previous type of cruisers with enhanced anti-aircraft weapons. Of the three ordered ships was laid only De Grasse. Its construction was suspended during the occupation of lorian by the Germans, resumed in 1946, then stopped again. Construction continued in January 1951, and the ship was completed at the Brest shipyard as an air defense cruiser, equipped for control and radar guidance of aircraft. In 1966, De Grasse was converted into the flagship of the Pacific Experimental Nuclear Centre, with several gun turrets removed and a lattice mast placed aft.
