In 1937, in the people's Commissariat of aviation industry of the USSR there was a proposal to create a light fighter equipped with two low-power engines "Renault". For the design of the fighter took a small OKB-31, headed by A. S. Moskalev.
A. S. Moskalev chose an unconventional layout of the fighter — a two-beam scheme with two engines mounted on the axis of the aircraft, and the cockpit between them. He came to the conclusion that to reduce drag it is necessary to install small engines so that they fit into the dimensions of the cabin.
On the designed aircraft, it was decided to install a French two-row water-cooled Renault “Bengali-6” (Soviet name — MV-6) engine with a capacity of 220 HP, for the production of which a license was purchased. Carefully performed calculations of strength and aerodynamic properties, a comprehensive analysis of the possible weight and geometric characteristics and the corresponding loads showed that with the total engine power of only 440 HP, the fighter of the chosen scheme can show a speed of more than 600 km/h.
A. S. Moskalev applied the original, previously not encountered in the Soviet aircraft industry, aerodynamic layout of a single - fighter — double-girder.
