Lightweight and compact seaplane designed and built by a group of designers OSG Institute of civil air fleet under the leadership of I. V. Chetverikova in 1934. The new plane kept the wind and the constructive-power scheme of the aircraft of the OSG-U1. The aircraft was supposed to be placed on a submarine in a sealed hangar with a diameter of 2.5 m and a length of 7.5 m. Disassembly and laying were carried out manually for 34 minutes, and Assembly and preparation for departure for 5 minutes. In 1936, the SPA was demonstrated at the international exhibition in Milan. Later it set several international records.
