B 1946, the first Soviet jet fighters successfully passed state tests and were adopted by the air force. Practically, at once there was a need for the corresponding cars with paired management. In Yakovlev design Bureau the basis of the design of training aircraft Yak-21, was taken serial fighter Yak-15. Weapons were removed, and in its place, in front of the cockpit designers placed a second cabin for the student.

Simultaneously with the Yak-21, taking into account the increased requirements for fighters, the OKB team developed a single-seat combat fighter Yak-17 and a double Yak-21T (Yak-17UTI). Flight tests of the first training Yak-21 began in April 1947. Although the machine flew well, they did not produce, because it was already clear that the Yak-17UTI will have the best data.
