By the end of 1970-ies f-4J fighters were in service for almost ten years, which affected. To extend the service life, in 1975, a modernization program was launched, similar to the previous program "Bee Line", during which 288 f-4B aircraft underwent major repairs and re-equipment in the f-4N version. The main objective of the programme was to extend the life of the F-4J until it was replaced by the F/A-18 and F-14. All was upgraded 265 (according to some sources 248) aircraft that received the designation F-4S.

In order to increase maneuverability, two-position slats were installed, which provided an improvement in aerobatic performance up to 50% compared to the F-4J. Slats were produced automatically, depending on the angle of attack, as was provided manual control. The slats were made two-section: one part was located on the fixed part of the wing, and the other on the folding. Of some technical difficulties, the slats were not installed on the first 43 F-4S, but later, and these machines were completed.
