In October 1986, the U.S. air force announced a program to convert the national Guard's F-16A/B Block 15 Fighting Falcon multirole fighters into air defense fighters to protect North America from bombers and cruise missiles. The first F-16 ADF (Air Defense Fighter) was ready in February 1989. At the same time, a contract was signed to upgrade another 270 f-16A/B fighters at the Ogden Air Logistics Center in Utah. All aircraft have been upgraded to Block 15OCU standard.

In October 1986, the USAF announced a 270 conversion plan (later reduced to 241:217 F-16A and 24 F-16B) for F-16A/B Block 15 Fighting Falcon aircraft to the ADF level. During the cold war, a plan was developed, according to which the air defense system of North America (NORAD) included 14 squadrons of aircraft of the National guard, whose task was to protect against bombers and cruise missiles. At the time of development of the aircraft F-16 was not intended to use it as an interceptor. And no American unit was armed with f-16 aircraft capable of using UR "air-to-air" with radar homing heads or perform long-range interceptions of air targets.
