Already in the summer of 1941, the Red Army began to use several models of rocket launchers. Such military equipment has seriously increased the firepower of artillery, making it easier to perform combat missions to destroy equipment and enemy personnel in places of congestion and positions. Combat vehicles BM-13 and BM-8-36 were actively used for the destruction of various purposes. Battery of such equipment could at one blow to cause serious damage to the enemy unit or, at successful coincidence of circumstances, almost entirely to destroy it. Nevertheless, jet mortars of the first models needed refinement and improvement.

In August, 41 on the arms were adopted MLRS BM-8-36, built on the basis of the truck gas-AAA and used missiles M-8 (slightly modified modification of aircraft missiles RS-82). Yielding to the system BM-13 "Katyusha" in firepower and range, BM-8-36 were suitable for the tasks. Simultaneously, the military made a claim to used a wheeled chassis. Not always gunners could drive on a highway or dirt road, and off-road base truck could get stuck and turn into an easy target.
