In 1939, the Navy gave Watanabe (later Kyushu) task 14-si for training aircraft modeled Jungmann. Watanabe offered two different aircraft, both under the Hitachi Type 1 engine with a capacity of 110 HP - one was a biplane, and the second monoplane. The prototype of each option, as well as competing aircraft developed by Hitachi was ready in 1941, But in a comparative test the car lost all the same VI 131. As a result, it was decided to simply purchase a license for Jungmann. In August 1942, negotiations were successfully completed, and the VI 131 was put into production at watanab under the designation of the Initial training aircraft marine type 2 model 11 K9W1. It had a welded metal construction with duralumin and fabric covering. The engine was installed 4-cylinder inline Hitachi GK4A Hatsukaze 11 air-cooled. It soon became the standard training aircraft of the fleet. In all there were 339 К9W1.
