In the 1970s, the Soviet Union began developing a program to replace the artillery tractor at-P (based on the landing ACS ACS-57) on a new generation of machines. MT-LB is an armored modification of the MT-L, the machine went into production in the early 1970s. The tractor was cheap to manufacture, the production was based on many existing parts, so the engine was originally designed for the truck. The machine was built at the Kharkov tractor plant and licensed in Poland and Bulgaria.
