In the 1970s, the Soviet Union launched a development program to replace the AT-P series of artillery tractors (which were based on the VRU-57 onboard self-propelled gun) with a new generation of vehicles. The MT-L was designed to meet this requirement based on the PT-76 light tank chassis. MT-LB is an armored version of MT-L. Production began in the early 1970s, it was cheap to build based on many existing components such as the engine, which was originally designed as a truck engine. It was built at the Kharkov tractor plant and licensed in Poland and Bulgaria.
